The Catholic Bishops Conference of the Philippines’ social action secretariat has expressed disappointment over the Commission on Elections’ junking of a petition for parallel manual count for the May 10 elections.

“We are disappointed with the decision of the Comelec to junk the proposal of the multi-sectoral civil society groups to conduct a parallel manual count," said Fr. Edwin Gariguez, executive secretary of CBCP’s National Secretariat for Social Action, in an article on the CBCP news site.
On Friday, Gariguez led a mass outside the Comelec office in Intramuros, Manila to urge the poll body to consider a simultaneous manual tally, at least in the presidential race.
In his homily, he said the parallel manual count was necessary to verify the accuracy of the Precinct Count Optical Scan (PCOS) machines, which have not been pilot-tested before.
“We are apprehensive that with the removal of various safeguards, and the lack of the needed validation in the ballot counting, the credibility of the automated elections will not be ensured," he said.
“But we will continue to pray that with our vigilance, we can have clean, honest and peaceful elections," he added.
Last Thursday, the Comelec junked the proposal for a nationwide parallel manual count pushed by the Makati Business Club, Management Association of the Philippines and information technology experts. [See: Comelec says no to petition for a parallel manual count] -—
